Study: Gaming employment contributes to Indian drop-out rates

William Evans and Wooyoung Kim found that when casinos open, local wages and employment rates improve, but drop-out rates increase and rates of college enrollment tend to decline. Evans, an economist at Notre Dame University, presented their paper “The Impact of Local Labor Market Conditions on the Demand for Education” in May at the Harvard Kennedy School. Looking at 25-40 year olds, 1990 and 2000, the scholars found no significant change in employment rates on reservations without casinos. But on Indian lands with casinos, among people in this same age group, they found a 2.3% percentage increase in employment generally, a 6% increase in full-time workers, and “a 3.3 percent increase in real wages.” Between 1990 and 2000, young adult Indians living on reservations with casinos “had large declines in high school graduation rates,” the scholars found...

From: indianz.com

The Pokagon Band of Potawatomi Indians can open up to three casinos under its Class III gaming compact with the state. The tribe opened the Four Winds Casino in August 2007. A new "satellite" facility is moving forward in Hartford Township. “With the economy as it is, I think taking one at a time is probably the best way to go,” Chairman Matt Wesaw told WNDU-TV. The satellite will feature about 500 slot machines and some table games. The Four Winds Casino has 3,000 machines. The compact authorizes another satellite in the Dowagiac area.

From: indianz.com

Now everyone is courting the tribe with the hopes of landing a casino in their community. "We never realized how much land is available on Long Island until this happened," Tribal trustee Lance Gumbs said at a gaming task force meeting, The Riverhead News-Review reported. "Everybody and their brother now is presenting different pieces to us." Gumbs said "upwards of 30 sites" have been presented to the tribe. Some of them have been publicized in local media reports. The tribe's federal recognition was due to become final last week.
Blog: Tribal courts a proper venue to address casino injury claims

"Indian casinos punctuate Washington’s landscape. A quick glance into the rearview mirror while driving along any interstate or highway shows a backdrop of brightly lit buildings advertising slots and tables. As tribes built casinos in the 1990s I assumed that it didn’t make sense to pursue personal injury claims against the Indians. After all, all personal injury claims must be filed in tribal court on the reservation. It seemed like there would be a strong bias against plaintiffs, a bias not based on race, but rather the personal injury plaintiff’s desire to take some of the tribe’s money. My initial assumption proved incorrect. Despite being major economic players, the tribes do not self-insure...

From: indianz.com

AG: Lawsuit against Mississippi Choctaw casino could be frivolous

A lawsuit that seeks to stop the Mississippi Band of Choctaw Indians from building a casino could be ruled frivolous, warns Attorney General Jim Hood. Hood researched state law, federal law and the tribal-state Class III gaming compact. He's determined that the state has no legal basis to block the casino, which will be built on the reservation. But Gov. Haley Barbour (R) has decided to hire his own lawyer to fight the casino. Hood said that could lead to legal sanctions against the state -- and taxpayers will foot the bill. "Our federal district court held the same way, that the compact was solid, and then the 5th (U.S.) Circuit Court of Appeals affirmed it," Hood told The Memphis Commercial Appeal...

From: indianz.com

The committee amended the original version of the bill to address tribal concerns. One amendment requires the Treasury Department to engage in "meaningful consultation" with tribes before implementing the law. The same amendment also states that tribes that wish to offer Internet gaming aren't required to renegotiate their Class III compacts. Another amendment also requires Treasury to consult tribes before it updates Internet gaming regulations. Another amendment addresses lotteries run by tribes and states. The committee has posted the webcast and amendments on its site.

From: indianz.com
